O XXVIII Congreso do PCU ?Cara ao segundo goberno do FA? declara:
1. Dada a crise económica nos principais países capitalistas, co seu epicentro nos EEUU e repercusión a escala planetaria, prevista nas sucesivas análises do PCU.
2. Reafirmamos a necesidade de avanzar na concreción do programa do FA no que resta do período de goberno, en especial cara á construción do país produtivo con xustiza social e profundización democrática.
3. Impulsando desde o noso goberno a adopción dun paquete de medidas de urxencia, para que o peso da crise económica non recaia no pobo traballador, como afacían facer os gobernos neoliberais.
4. Cara ao próximo congreso do FA, reafirmamos a necesidade de construír -no marco da democracia desde a base que nos identifica como forza política- un programa que profunde os cambios iniciados neste primeiro goberno.
5. Como Partido integrante do FA, respectamos os seus estatutos e a súa estrutura. Por iso traballaremos para definir programas e candidatos no próximo congreso do FA, única instancia estatutaria prevista para definir tales aspectos, buscando os consensos ou as grandes maiorías para eles.
6. Con respecto aos candidatos a presidente e vicepresidente reiteramos: a priori non descartamos a ningún compañeiro, pero daremos o noso apoio a aqueles que garantan:
1. o cumprimento do programa do FA e o seu carácter antiimperialista, expresado no fortalecemento do MERCOSUR e unha máis xusta redistribución da riqueza; a consolidación do papel do Estado como panca directa do desenvolvemento produtivo e social, con fortes políticas de colonización e poblamiento do campo para reverter a extranxeirización da terra; e a profundización da democracia ampliando a participación e decisión popular.

7. Como frenteamplistas de todas as instancias o que resolvamos no Congreso do FA será o que impulsemos.

The XXVIII Congress of the PCU 'Toward the second administration of the FA " states:
1. Given the economic crise in major capitalist countries, with its epicenter in the Ou.S. and impact on a planetary scale, already forseen under successive analysis of the PCU.
2. We reaffirm the need for progress in the realization of the FA's axenda during the remainding period of government, especially towards building the productive´s country productive with social justice and deeping democracy.
3. Driving from our government to adopt a package of emergency measures, xo that the weight of the economic crise does not lie on the working people, as accustomed to the neoliberal governments.
4. Towards the next congress of the Fronte Ampla, we reaffirm the need to build-in the framework of democracy from the basee that identifies us as a political force-, a program that deepens the changes begun in this first government.
5. As an integral part of the FA, we respect its statutes and its structure. Therefore we will work to define programs and candidates in the next congress of the FA, the only statutory body expected to define such things, looking for consensus or large majorities for them.
6. With regard to candidates for president and vice president of the Republic, reiterate: we do not rule out a
priori any partner, but we will give our support to those that guarantee:
a) compliance with the FA's axenda and its anti-imperialist, expressed in the strengthening of MERCOSUR and a fairer redistribution of wealth, the role of the state as a direct lever of social and productive development, with strong policies of colonization and settlement of the land to reverse the traspassing of land to foreigner hands, and the deepening of democracy by expanding popular participation and decision.
b) the relationship between government and the political strength defined in the congress Hector Rodriguez (2003).
7. As Frente Amplo militants of all instances, what the FA resolve at the Congress will be what we will to push ahead.
